If you are using an S7-1200, the S_CU counter (SIMATIC counter) is not available. Onlyu IEC timers and counters are available.
If you are using an S7-1500, the SIMATIC timers and counters will be in a folder named "Legacy" in the hardware catalog under timers and counters.

And can we use S_CU in S7 300?
There is not a lot of difference between S_CU and CTU. The main difference, other than the names of the input and output parameters, is that the CTU does not have the "Set" feature to set the value of the counter accumulator. The CTU can be used for exactly the same purpose as the S_CU instruction. S_CU is available for use in the S7-300.
